Description
The Bureau of Indian Affairs (BIA), Office of Facilities Management and Construction, Western Regional Office requires lead-based paint (LBP) abatement services for Building 98, a 4,000 square foot maintenance garage located at 146 West Pima Street, Sacaton, Arizona 85128, on the Gila River Indian Community. This project is necessary to eliminate all identified lead-based paint hazards. Building 98 contains structural steel beams with deteriorating lead-based paint covering approximately 2,642 square feet of surface area. The facility is currently inactive and requires careful planning to minimize operational disruptions while ensuring safety. The BIA has identified this abatement project as a priority remediation effort. Comprehensive risk assessments, regulatory notifications, and detailed work plan submittals will be required to ensure full compliance with federal, tribal, and local environmental requirements. The scope of work includes all planning, coordination, administration, and project management necessary to deliver a fully abated and documented facility. This includes pre-abatement services such as risk assessment, work plan submission, regulatory notifications, waste characterization, and health and safety plan submission. Mobilization and site setup will involve establishing containment systems, negative air machines, and decontamination facilities. Abatement operations will focus on the removal of lead-based paint from structural steel beams, followed by cleaning and treatment. Health and safety compliance, waste management and disposal, and post-abatement verification and clearance testing are also critical components of this project. The period of performance is 90 calendar days from the date of the Notice to Proceed.
