Description
The U.S. Army Corps of Engineers, Los Angeles District, is conducting market research for an Optimized Remediation Contract (ORC) to be awarded for work at Air Force Plant 44, Davis-Monthan Air Force Base in Arizona, and Nellis Air Force Base in Nevada. This contract will encompass a range of environmental remediation activities, including investigation, design, construction of remedial systems, operation and maintenance of established remedies, optimization of existing systems, and achieving site-specific objectives. The scope includes addressing 17 Installation Restoration Program (IRP) sites and 10 Military Munitions Response Program (MMRP) sites. The anticipated contract will be a competitive, firm-fixed-price contract awarded under FAR Part 15. The government is evaluating potential set-aside decisions based on industry responses. The contract duration is estimated to be 10 years, with a performance-based structure where payments are made after the achievement of specific milestones, not through progress payments. Firms must demonstrate experience with performance-based remediation contracts, including remedy maintenance, site optimization, and achieving response complete or site closure across multiple sites. Experience working with Arizona and Nevada regulatory agencies is also a key requirement.
