Description
The City of Newport News is soliciting proposals for as-needed collection, towing, secure storage, auction, and disposal of abandoned vehicles, trailers, and vessels. The contractor must respond within one hour of notification, maintain a secure storage lot within Newport News, maintain required vehicle records, remove and submit vehicle tags to the Virginia Department of Motor Vehicles, process required DMV requests, and provide transaction documentation to the City. Storage normally will not exceed 60 days. The contractor will charge owners or secured-interest holders applicable City-authorized towing and storage fees; the City will not pay towing or storage charges for abandoned property handled under the contract. Offerors must provide technical responses through the Vendor Questionnaire, including company information, equivalent-service references, storage-lot location and capacity, towing equipment, response and advance-notice capabilities, and proposed revenue-sharing amounts for vehicles, trailers, and vessels. The contract is intended to generate revenue for the City, with an initial one-year term and four additional one-year renewal options at the City's discretion. Required insurance includes commercial general liability, automobile liability, umbrella liability, and workers' compensation coverage, with specified minimum limits and the City named as an additional insured.
