Description
Rhode Island Housing and Mortgage Finance Corporation (RIHousing) seeks one or more qualified firms or individual professionals to serve as administrative hearing officers for informal hearings concerning owners’ decisions not to admit applicants to project-based Section 8 developments. The selected contractor(s) must have significant experience with Section 8 or similar housing programs, informal hearings, HUD regulations and guidance, foreign-language interpreters, diverse populations, and reasonable accommodation procedures. Services include scheduling hearings, coordinating interpreters and accommodations, conducting hearings virtually or at an approved physical location, audio-recording proceedings, maintaining hearing files, and issuing detailed written decisions to RIHousing and the parties within five business days. RIHousing expects approximately 40–50 hearings per year and may establish a roster of multiple hearing officers. Respondents must provide firm and personnel qualifications, references, multilingual capabilities, information-security practices, a cost proposal and fee schedule, required certifications, and any applicable minority- or women-owned business certification. Selected contractors must be able to begin performing hearings no later than January 1, 2027 and attend RIHousing training within two months of acceptance.
