Description
The U.S. Department of Commerce, through the National Telecommunications and Information Administration, seeks a small-business contractor under a firm-fixed-price purchase order to rebuild and expand the fiber optic network at the Table Mountain Field Site. The work includes engineering and design; approximately 18 kilometers of armored, jacketed single-mode fiber with at least 432 fibers; underground installation using directional boring, open trenching, or both; a future-expansion conduit; vaults, pedestals, splice enclosures, signage, and markers; and removal of existing fiber. The contractor must procure and install fiber distribution and networking equipment, including optical transceivers, switches, fiber jumpers, and related materials; install CAT 6A structured cabling; perform fusion splicing, OTDR and OLTS certification, end-to-end testing, network turn-up, and labeling; and provide project plans, construction documents, bills of materials, as-built drawings, testing results, and closeout documentation. The proposal must include technical, management and staffing, past performance, and price volumes. At least three relevant past-performance references from the last three years are required. Work is expected to begin within 90 days of award, with total project duration not exceeding 365 days from commencement and the subsequent total period of performance not exceeding two years from contract award.
