Description
The City of Porterville is soliciting proposals from a qualified firm to provide comprehensive federal advocacy and governmental relations services. The selected consultant will represent the City before Congress, federal agencies, and other federal entities; develop and update a federal advocacy strategy; monitor legislation, regulations, executive actions, and funding opportunities; coordinate meetings and advocacy visits; prepare legislative analyses, position letters, briefing materials, testimony, grant support letters, and monthly activity reports; and advise City leadership on federal policy matters. The scope also includes identifying and pursuing federal appropriations, competitive grants, discretionary funding, loans, and other financial assistance for transportation, aviation, water and wastewater infrastructure, economic development, public safety, parks, housing, workforce development, agricultural technology, and related municipal priorities. Proposers must demonstrate at least five years of relevant public-agency experience, experience representing California governmental entities, a registered federal lobbying practice, measurable federal outcomes, and established relationships with congressional and federal stakeholders. The agreement is anticipated to have an initial three-year term. Proposals must include qualifications, project team information, relevant experience, methodology, communication and reporting approach, references, certifications, conflicts and litigation disclosures, exceptions, current client information, and a separate cost proposal covering a monthly retainer, rates, reimbursable expenses, additional services, and fee escalation.
