Description
Kern County Behavioral Health and Recovery Services is seeking a secure cloud-based credentialing platform to support credentialing and recredentialing of behavioral health and substance use disorder providers. The system must support approximately 1,000 currently credentialed staff and have capacity for at least 2,000 staff. Required capabilities include electronic credentialing records and document management, provider self-service, primary source verification, configurable workflows, electronic signatures, automated license and certification monitoring, exclusion and sanction monitoring, notifications, dashboards, reporting, data import and export, role-based access, audit trails, and integration with the agency's Active Directory single sign-on. The scope includes implementation, project management, in-person training, documentation, technical support, maintenance, upgrades, and regulatory updates. The system must be ready for use within three to six months after procurement. The stated allocated budget for the initial purchase is $98,000, and proposals must include line-item pricing for software, implementation, project management, training, documentation, and five years of ongoing support and maintenance. The County expects to spend approximately $27,000 per fiscal year for these services. Proposals must address security and HIPAA-related requirements, including encryption, SSL certification, access controls, automatic timeout, audit trails, and protection of personal and health information.
