Description
The City seeks a qualified firm to develop a graphically rich, print- and digital-ready pattern book of at least 12 pre-approved housing patterns for residential infill and home rehabilitation. Plans are to cover housing types such as single-family homes, duplexes, small multifamily buildings, townhomes, cottages, and accessory dwelling units, with at least three elevation types per plan and an accessible option for each plan. The work includes documenting neighborhood character, preparing architectural and technical plan sets, developing site-layout examples and construction cost ranges, and recommending zoning or subdivision adjustments and expedited approval pathways. The project also includes partner presentations and coordination with City staff. The resulting agreement excludes construction, rehabilitation, and physical installation work. Proposals must include a technical response, pricing through the designated bid table, completed solicitation forms, proof of active SAM registration, and required small-business utilization documentation. The City has set a 30% small-business participation goal; current certification documentation is required for small businesses counted toward that goal. The City expects completion within six to eight months after award, but this is a target timeframe rather than a stated contract start date.
