The City and County of Honolulu is soliciting professional services for pre-employment, post-conditional-offer psychological evaluations of Metropolitan Police Recruit, Police Communications Officer, and Police Services Officer applicants for the Honolulu Police Department. The contractor must review specified psychological assessments, including the Psychological History Questionnaire, California Psychological Inventory, and Minnesota Multiphasic Personality Inventory-3; conduct online interviews; determine whether applicants are psychologically qualified; and provide written reports explaining any non-qualified determination. The contractor must provide consultation and, upon request, testimony concerning employment-related psychological issues. Psychologists must have at least one year of experience administering and evaluating law-enforcement applicant testing, maintain an active Hawaii license for independent psychology practice, carry professional liability insurance, comply with applicable department policies and guidelines, and sign confidentiality agreements. The estimated quantity is 720 evaluations. The contract has a 12-month initial term, with possible mutually agreed extensions of up to 48 additional months. Evaluations are generally due within 20 calendar days of a delivery order, with official reports due within five calendar days after completion.
