The Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals for turnkey design-build services to establish a regional electric vehicle (EV) charging network. The project includes the installation of up to thirty-two (32) DC Fast Charging ports across multiple CTSI sites within Lincoln County, Oregon. The network will support tribal government operations, transit vehicles, community charging, emergency management, economic development, and tourism. The scope of work encompasses planning, engineering, equipment procurement, construction, commissioning, and optional maintenance services. Key requirements for the charging stations include CCS and NACS compatibility, OCPP compliance, RFID and credit card capability, fleet management features, load balancing, remote diagnostics, and UL listing. Charger outputs should be 250 kW+, 350 kW+, or 500 kW+. The final configuration can be a mix of single-port and dual-port chargers, totaling at least 32 ports. Proposals should detail qualifications, project team, relevant experience, technical approach, schedule, cost, references, and an Indian Preference Plan. The CTSI intends to apply Indian Preference to the greatest extent feasible. Insurance requirements include Commercial General Liability ($2,000,000), Automobile Liability ($1,000,000), Workers Compensation (Statutory Limits), Professional Liability ($2,000,000), and Umbrella Coverage ($5,000,000). A bid guarantee of 5% of the bid price is required, with successful bidders needing to provide performance and payment bonds totaling 100% of the contract price.
