Description
The City of Springfield is seeking a qualified provider to administer compliance with Affordable Care Act reporting requirements under Internal Revenue Code Sections 6055 and 6056. The provider must use secure, encrypted, HIPAA-compliant processes to combine employment data from the City's HRIS and benefits data from its third-party administrator; assess coverage codes; create accurate Forms 1095-C and 1094-C; mail Forms 1095-C; and file the required forms with the IRS. The provider must incorporate regulatory updates, support implementation and testing, respond to questions within 24 hours, and provide secure software capable of handling sensitive data. The solicitation requires a detailed implementation and project approach, including data-integrity controls, correction procedures, security safeguards, customer support, and a sample validation report. The contract is for one year with four additional one-year renewal options. The estimated workload includes approximately 2,200 Forms 1095-C, and the City expects the provider to support the 2026 plan-year reporting timeline, including final form mailing by January 31, 2027, and IRS AIR submission by March 1, 2027.
