Description
The City of Springfield is seeking a qualified program consultant to serve as an extension of City staff in developing and managing Spring Forward SGF, a capital program funded by a 1/2-cent sales tax expected to generate approximately $350 million over ten years. Services include administrative support; participation in City staff and Citizens’ Advisory Board meetings; monthly reporting; program scheduling; project-log and feasibility-review support; project screening; and preparation of an Implementation Plan. The consultant must prepare project descriptions, budgets, funding and revenue analyses, cash-available schedules, and a real-time online reporting and scenario-planning tool with public-presentation graphics. The Implementation Plan and Program Schedule will cover the duration of the ten-year tax period. Relevant experience with municipal, multi-year, multi-project capital programs is required, and a single firm with multiple disciplines—including planning, architecture, civil engineering, landscape architecture, and program management—is preferred. Proposals must include the specified provider, experience, personnel, approach, cost, compliance, and certification materials.
