Greene County is seeking a contractor to implement and manage GPS and continuous alcohol monitoring services for individuals on pretrial release. The scope includes monitoring devices, software, connectivity, installation, maintenance, removals, reports, alert response, direct 911 notifications for tamper or exclusion-zone alerts, victim well-being-check requests, and related program support. The contractor must establish and maintain a physical office in Greene County, Missouri before implementation and within 30 days of notification of award if not already established. Installations generally occur at the Greene County Jail Monday through Friday from 3:00 to 4:30 p.m.; rare installations or removals may occur at the vendor's local office. The County intends to award one vendor and will pay eligible defendants' daily monitoring fees, while defendants remain responsible for equipment-related costs. The solicitation identifies OmniLink OM500 for GPS tracking, SCRAM CAM for continuous alcohol monitoring, and SCRAM Remote Breath Pro for remote breath testing. Addendum 2 removes the OSCA certification requirement and Form No. 6C: Total Cost, revises Form No. 6B: Fee Schedule, and requires acknowledgment of Addenda 1 and 2.
