Description
The Export-Import Bank of the United States intends to award a sole-source firm-fixed-price contract for recovery services involving an outstanding claim in Italy. The work includes asset searches, credit analysis, borrower and guarantor negotiations, extrajudicial collection, lien release, credit restructuring, and—upon written instruction—legal proceedings against the debtor and guarantors. The contractor must be qualified and registered to practice law within the Italian judicial system if litigation is pursued. The Performance Work Statement requires a preliminary recovery plan and collectability report within 60 days of contract execution, an extrajudicial collection attempt within 90 days, periodic reporting, and ongoing coordination with the Government. The notice is a special notice and sources-sought-style notice of intent rather than a competitive request for quotations; the Government will consider responses from interested sources before deciding whether to proceed with the proposed sole-source award.
