Description
Tarrant County Veterans Treatment Court is seeking a vendor to provide sweat patch and hair drug testing services for justice-involved veterans. The scope includes application and removal of testing materials, specimen collection and chain-of-custody management, supplies and replacements, data management, secure electronic reporting, staff training, case management, and notification of detected drug-use violations within 48 hours. The vendor must maintain qualified personnel, an established partnership with a SAMHSA-certified or ISO-accredited laboratory, HIPAA and data-security compliance, secure specimen storage, quality-assurance and proficiency-testing programs, and legally defensible testing records. Results should be delivered securely within five business days of specimen receipt, with specified retention periods for negative, positive, unable-to-test, and canceled specimens. The vendor must also provide testimony and litigation packages when requested. The proposal must address company qualifications and experience, laboratory accreditations, key personnel, available testing panels, quality-management and chain-of-custody processes, specimen tracking and storage, reporting capabilities, security controls, turnaround-time metrics, and a sample laboratory report. The solicitation requests pricing for up to 109 hair tests and 144 sweat patches, with additional panels and potential services priced separately. The contract term is 12 months with one optional 12-month renewal period.
