Tarrant County is soliciting bids for an annual purchase agreement covering scheduled and as-needed grease, lint, oil, sand, and water trap cleaning at various county facilities. Services include removing liquid and solid residues, mechanically scraping trap walls, pressure washing trap areas, clearing and off-site disposal of debris, deodorizing surrounding areas, and providing completed manifests and inspection reports. Contractors must supply trained technicians, applicable waste-hauling permits, required equipment, chemical SDS sheets, and cleanup of debris and spills. Pricing is required for all line items, including standard trap-cleanout visits and additional non-standard services such as roll-off trucks, supervisors, HazMat-trained and confined-space-certified technicians, CDL drivers, pressure washers, vacuum equipment, disposal, and permit fees. The award is all-or-none to the lowest overall total bid meeting specifications. The initial contract term is 12 months from award or notice to proceed, with two optional 12-month renewal periods. Payment bonds are required for individual jobs of $25,000 or more, and performance bonds are required for individual jobs of $100,000 or more. Insurance requirements include workers' compensation, $500,000 employer's liability, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and auto liability of $500,000 per occurrence. Tarrant County permits limited subcontracting only with prior approval and expects the awarded contractor to perform most of the work with its own staff.
