Description
The U.S. Fish and Wildlife Service requires maintenance of the Turnbull National Wildlife Refuge boundary fence. This project involves the removal of old wire and the construction of a new wildlife-friendly boundary fence, utilizing smooth and barbed wire. The purpose of this fence is to protect wetland and riparian habitats crucial for migratory birds and other wildlife, while also preventing trespass by persons and cattle. The scope of work includes approximately 1.5 miles of fence rebuild and 3.5 miles of fence repair. Rebuilding entails replacing over 15% of posts and all fence strands, while repairs involve less than 15% post replacement and replacement of top and bottom strands with smooth wire. The new fence will be a 3-strand wildlife-friendly barbed/smooth wire fence with metal T-posts spaced a maximum of 16 feet apart. Corner posts can be wood or steel pipe, and wire gates will be repaired where they currently exist. Contractors must have demonstrated experience in building smooth and barbed wire fences and a willingness to comply with wildlife-safe designs. The period of performance is estimated from June 15, 2026, to June 30, 2027. The project is a total small business set-aside, and the basis for award is Lowest Price Technically Acceptable.
