Description
The City of Spokane, Street Department is soliciting bids for pneumatic tube traffic counts and Automatic Traffic Records (ATR) data collection services. This is an as-needed contract for services to be performed over a two-year period, with potential for three additional one-year renewals, not to exceed five years total. The estimated total expenditure for the two-year base period is $150,000 or less, allocated among multiple awardees. Services will be requested as needed, with payment only for actual services performed and accepted. The contract is scheduled to begin on or about August 1, 2026, and end on July 31, 2028. Pricing will remain firm for the first year, with annual price adjustments considered thereafter. Vendors must be licensed to do business in Washington State and have at least two years of experience in traffic counting and vehicle classification data collection within the last five years. Involved personnel must also have similar experience. Subcontracting is not permitted without prior written consent. The vendor will be responsible for installation and maintenance of counters and associated equipment, and must provide traffic control as needed. All counts must be accurate and comply with federal, state, and local laws and standards, including the FHWA's 13-Vehicle Category Classification. The vendor must provide raw data in Excel files (15-minute intervals) and PDF reports (60-minute intervals).
