Description
NASA, through Glenn Research Center, is seeking a sole-source contractor for laser powder bed fusion process development and parameter optimization involving dispersion-strengthened high-temperature steels and refractory alloys, including niobium-, tantalum-, molybdenum-, and tungsten-based compositions. The work includes alloy and parameter development, preliminary print trials, build-geometry evaluations, component builds, powder-reuse studies, anomaly tracking, and mechanical and microstructural validation. The contractor must provide dedicated industrial L-PBF equipment, maintain a minimum operational window of 432 hours per month during the development period, and achieve more than 99.9% relative density or agreed thresholds for specific refractory compositions. The scope also requires supplying custom or commercial powders, with quantities ranging from at least 5 kg per alloy batch to up to 50 kg for refractory alloys and 500 kg for high-temperature steels. Required outputs include test coupons, development samples, components, powder characterization reports and certificates of analysis, digital build logs, density and microstructure reports, optimized parameter sheets, and returned excess powder. The statement of work specifies a 12-month period of performance from Authority to Proceed, while the notice requests capability statements rather than quotes and states that the proposed procurement is intended for North American Manufacturing Pros LLC on a sole-source basis.
