Description
The City of Del Rio is seeking a third-party vendor to provide utility billing services for water, sewer, refuse, and gas accounts. The selected vendor will receive billing and meter-reading information from the City, interface with the City's migration from Tyler Technologies Incode 9 to Incode 10, print and mail customer bills, maintain the existing billing cycles, and provide recurring reports on bills mailed and returned mail. The solicitation states that approximately 15,500 bills were mailed during September, although the volume may change after the system migration. Proposals must describe the firm's experience, qualifications and assigned personnel, billing methodology and implementation timeline, reporting approach, and cost structure, including pricing for billing types and additional mailed inserts. The initial contract term is three years with two one-year renewal options, for a maximum term of five years. The contractor must maintain general liability and property damage insurance with a $1,000,000 limit.
