Description
The City of Dallas is soliciting proposals for a 36-month indefinite-delivery/indefinite-quantity service price agreement covering railroad spur track inspections, maintenance, and repairs. Services will be ordered on an as-needed basis through delivery orders. The scope includes routine inspections to Federal Railroad Administration Class 1 standards, inspection reports documenting discrepancies and recommended repairs, and labor, equipment, materials, supervision, traffic control, permits, and related incidental work for maintenance and repairs. The solicitation is divided into groups: Group 1 is for independent third-party routine inspection services, while Group 2 is for repair and maintenance labor. A proposer may not bid on both groups. Proposers must demonstrate at least five years of relevant experience and provide references or other qualification documentation. Proposals are evaluated on experience, cost, approach, local preference, and participation in the City's small-business program. Required response materials include City forms, pricing bid tables, a proposal response, a sample contract with redlines, standard forms, insurance documentation, and applicable Business Enterprise Hub forms.
