A Pre-Proposal Meeting will be held via Zoom on Wednesday, August 5, 2026, at 1:00 PM Chicago time. Description
The Chicago Transit Authority is soliciting proposals for construction of the Red Line Extension’s 120th Yard, Shop, and Substation. The scope includes civil site improvements, stormwater drainage, utilities, railcar storage and loop tracks, a railcar maintenance shop, traction power substation and distribution systems, contact rail, parking and driveways, security cameras, fencing, lighting, and coordination with adjacent rail and utility projects. Contractors must procure, install, test, commission, and support safety and security certification for the project. Two bid alternates cover additional storage tracks and a third railcar hoist. Addendum No. 4 clarifies that the Detail E option on Sheet H-3001 is not applicable and provides responses concerning soil management and engineered barriers. The proposal must include a cover letter, technical proposal, responsibility proposal, applicable DBE schedules, price proposal, bidders list, and specified Part 3 attachments. Performance and payment bonds are required after contract execution, each in the amount of the contract. Required insurance includes workers’ compensation, employers’ liability, commercial general liability, automobile liability, excess or umbrella liability, professional liability, contractor’s pollution liability, installation floater, and builder’s risk. The project also requires compliance with applicable federal Buy America and Build America, Buy America requirements.
