Description
The California Department of Transportation, Division of Rail, is soliciting bids for the mid-life overhaul of 13 EMD F59PHI diesel-electric passenger locomotives. The contractor must provide all labor, equipment, tools, parts, materials, supplies, travel, permits, fees, and incidentals required to perform the work. The scope includes inspection, teardown, refurbishment, rebuilding, replacement, testing, painting, documentation, and delivery support for major locomotive systems, including the engine and head-end power systems, air brakes, sanding systems, electrical and pneumatic trainlines, electrical and propulsion systems, trucks, wheels and traction motors, carbody, cab, positive train control, fuel, heating, radio, electronics, and communications systems. The contractor must operate a qualified overhaul facility capable of handling two to four locomotives simultaneously, maintain required rail access and certifications, provide project management and quality-control deliverables, and complete the overhaul program within a 45-month period from notice to proceed, excluding the warranty period. A two-year minimum warranty applies after final acceptance. The solicitation requires a 3% disabled veteran business enterprise participation commitment and includes small-business preference provisions.
