The South Dakota Department of Health's Office of Home Visiting is seeking proposals from partner agencies to support the Bright Start program through staffing and service delivery. Selected agencies will employ, supervise, and oversee Team Leads, Nurse Home Visitors, Community Health Workers or Outreach Assistants, Program Assistants or Referral Specialists, and a Continuous Quality Improvement Specialist. Services include evidence-based Nurse-Family Partnership home visits, client intake and referrals, community outreach, staff training, data collection, quality improvement, and administrative support for eligible pregnant women and families. Proposers may bid on Sioux Falls metropolitan-area staffing, additional Nurse Home Visitor positions across South Dakota, program assistant/referral specialist positions, a statewide CQI Specialist position, or eligible combinations as specified by the components. Proposals must identify the components, positions, and service locations offered; include staffing, operational, benefits, technology, transportation, administrative-support, and professional-development plans; and provide a budget using the Bright Start template. The resulting contract term is five years, with compensation and final scope negotiated with selected offerors.
