Description
Sierra County is soliciting a design-build contractor to restore and rehabilitate adobe walls and associated exterior stucco at the Hillsboro Community Center, a historic building in Hillsboro, New Mexico. The scope includes investigating concealed adobe deterioration and active cracking; determining and addressing the causes of cracking; repairing eroded adobe with compatible materials; removing or treating deteriorated nonhistoric acrylic skim coat; re-stuccoing areas associated with repairs; and repairing related interior plaster where necessary. The contractor must preserve historic materials wherever reasonably feasible and provide proposed restoration procedures, adobe mix designs, material samples, product data, manufacturer recommendations, construction schedules, and other required submittals for review before applicable work begins. The work must comply with the United States Secretary of the Interior's Standards for Rehabilitation and applicable county, state, and federal historic-preservation requirements, including New Mexico Historic Preservation Division review where required. The project uses fixed-price pricing and requires a phased construction work plan. The related door and window rehabilitation is covered by a separate solicitation, although the contractor must coordinate with that concurrent work where applicable. Performance and payment bonds, each equal to 100% of the contract price, are required.
