Description
The City of Allentown is soliciting bids for Phase 4 repair and preservation of the Lehigh Parkway WPA staircase and adjacent walls along Park Drive. The work includes structural stabilization; complete raking and repointing of stairs, walls, treads, and landings; vegetation removal; replacement of broken stones; reconstruction of selected stair treads and landings; flagstone paver reconstruction; concrete curb installation at roadway transitions; general stone cleaning; and iron-stain removal using poultice treatments. An alternate includes reconstruction of Flight 4 North, and another includes repointing and cleaning the previously reconstructed north wall. The project requires historic masonry conservation practices, matching existing limestone and mortar, temporary shoring and protection, cleaning mock-ups, treatment plans, safety documentation, qualified restoration personnel, and compliance with Pennsylvania prevailing-wage requirements. Required bid materials include the signed Signature Page, Proposal Page, Contractor's Qualification Statement, Work Experience, Equipment, Resident Preference Form, IBE Preference Form, MBE/WBE Subcontractors and Supplier Solicitation and Commitment Form, Political Contribution Disclosure Form, Public Works Employment Verification Form, most recent W-9, and bid security. The contract term is one year, with one possible additional one-year extension.
