Description
The Clark County Department of Aviation is soliciting proposals for a ground lease to operate, maintain, and improve an approximately 41.63-acre property containing a 9-hole par-3 golf course, an 80-bay two-tier driving range, clubhouse and pro shop, restaurant, bar, lounge, and maintenance building. Permitted uses may include golf, driving range, retail, food and beverage, special events, and restricted gaming, subject to required licenses and entitlements. Approximately 12.02 acres lie within the airport Runway Protection Zone, where only allowable open-space, landscaping, and golf-course uses are permitted and no new vertical improvements may be constructed without prior written authorization. The selected operator will assume the property in as-is, where-is condition and will be responsible for extensive deferred maintenance and redevelopment at its own cost; the solicitation estimates that at least $2 million in repairs may be warranted, with additional tenant improvements above that amount. Proposers must demonstrate at least five consecutive years of recent golf-course and driving-range operations and management experience, including facility maintenance, revenue management, pro-shop sales, driving-range oversight, food-and-beverage experience, capital-improvement planning, and financial reporting. Responses must include a business plan, capital-improvement plan, proposed construction timeline, staffing plan and organizational chart, relevant experience, five-to-ten-year pro forma, financial statements, letter-of-credit capability confirmation, references, business licenses, and required forms. The lease term will not exceed 20 years, will commence upon full execution, and will require minimum fixed rent of $65,000 per month plus a percentage of gross revenue and capital-reserve contributions.
