Description
The City seeks a contractor to develop and administer online entry-level firefighter examinations for approximately 500–1,000 candidates per testing cycle. Services include examination planning and job-related content development or selection, an online testing platform, remote proctoring and webcam recording, scoring and electronic results, candidate and City staff support, and secure retention and access to examination records. The examination should assess relevant knowledge, skills, and behavioral characteristics, support approved accommodations, and remain suitable for at least two years or two testing cycles. The Candidate Physical Ability Test is expressly excluded. Proposals must address examination validity, reliability, fairness, security, accessibility, platform capacity and continuity, data protection and U.S.-based storage, recording review and retention, scoring and reporting, staffing, qualifications, references, and subcontractors. The response also includes a price proposal covering initial development or setup, testing-cycle setup, per-candidate fees, and separately priced study guides, practice tests, alternate versions, and replacement examinations. The contract term is one year, with up to four additional one-year extensions.
