Description
Pima County seeks a consultant to develop a strategic plan and master facilities plan for the Pima County Public Library. Work includes reviewing the library’s organization, services, collections, and operating environment; conducting community and internal stakeholder engagement; and developing or revising mission, vision, culture, and values statements, service priorities, goals, and objectives. The strategic plan must address short- and long-term priorities and include an executive summary. The master facilities plan must assess existing library facility conditions and functionality, consider future service and operational needs, and provide a data-driven roadmap with prioritized capital projects, cost estimates, and implementation strategies. Additional deliverables include assessment and engagement reports, a communications plan, organizational-readiness recommendations, an ongoing evaluation framework, and presentations. Proposals are evaluated on cost, company background, key personnel, project plan, references, and sustainability; an oral presentation may be requested. The contract has a one-year initial term with up to four one-year extensions.
