Description
Torrance County seeks a contractor to provide strategic leadership and management for its Domestic Violence Program, including program development, funding and resource research, community outreach, and coordination with law enforcement, courts, service providers, and community partners. The contractor may also provide direct, trauma-informed support to survivors and their families, including crisis intervention, risk assessment and safety planning, case management, shelter and housing assistance, legal advocacy, counseling referrals, support groups, and outreach and education. The contractor must provide monthly program and financial reports, maintain confidential records, and be available for calls outside normal business hours, including weekends. The solicitation requires at least three references for similar projects performed within the last three years. The initial contract term is December 1, 2026, through November 30, 2027, with up to three additional one-year renewals. The stated annual cost in the posting is $60,000; the cost response form also requires a four-year detailed budget.
