Description

The Federal Emergency Management Agency is seeking a contractor to provide qualified arbitrators and program management support for the Hermit's Peak/Calf Canyon Claims Office. The scope includes developing and maintaining a roster of qualified arbitrators, randomly assigning arbitrators to cases, scheduling and conducting virtual or claimant-requested in-person hearings, reviewing claim records, resolving motions, assessing compensatory damages, and issuing final written decisions. Cases valued at $500,000 or less will use one arbitrator; higher-value cases will use a three-arbitrator panel. The Government anticipates up to 1,700 cases, with most hearings conducted virtually and some travel to New Mexico required. The procurement is a single-award, hybrid firm-fixed-price, labor-hour, and time-and-materials IDIQ contract with a 12-month base period and two 12-month option periods. Offerors must submit separate technical/past-performance and price volumes, including corporate experience, key personnel resumes, a management plan, past performance, and a completed pricing worksheet. The solicitation requires a minimum roster of six arbitrators, resumes for 20 proposed arbitrators, and a draft quality control plan with the proposal. Arbitrators must have active bar membership, at least 10 years of specified legal experience, and at least five years of arbitration or judicial experience.
