Description
The USDA Forest Service is soliciting a firm-fixed-price construction quotation for a turnkey restoration of the Barillas Peak Lookout Tower in the Santa Fe National Forest. The base work includes design through 100% construction documents; removal and disposal of the existing cab; fabrication and installation of a replacement cab; structural analysis and repairs; furnishings and appliances; a CMU toilet building; plumbing and gray-water systems; solar photovoltaic power with battery storage, inverter, and backup propane generator; heating; communications equipment including an ANT150F2 VHF antenna and coaxial cabling; site and access-road improvements; and comprehensive lightning protection and grounding designed and tested under NFPA 70 and NFPA 780. The contractor must provide professional engineering, stamped drawings, testing, safety and environmental compliance, fire-prevention measures, and project management. An optional bid item covers design and installation of a comprehensive lightning protection and grounding system for the Encino Vista Lookout Tower, including testing and inspection. Quotations must include pricing for all base-bid line items; award will be based on technical approach, price reasonableness, and acceptable or neutral past performance rather than necessarily the lowest price. The period of performance is 548 calendar days after notice to proceed, with work commencing within 10 calendar days after notice to proceed.
