Description
The New Mexico Department of Health is seeking a single contractor to provide expert consulting for Medicaid Administrative Claiming (MAC), Cost Allocation Plan (CAP) maintenance, and Indirect Cost Rate Proposal (ICRP) development. The scope includes preparing quarterly MAC invoice data; updating and supporting approval of the CAP; preparing, submitting, revising, and negotiating annual ICRPs; identifying additional Medicaid matching and federal reimbursement opportunities; maintaining supporting documentation; assisting with invoices, methodologies, reconciliations, audits, and compliance matters; and providing training, tools, written guidance, and knowledge transfer to agency staff. The resulting contract is a four-year award running from April 1, 2027, through March 31, 2031. Proposals must include organizational experience, key personnel qualifications and resumes, at least two MAC/ICRP project successes and failures, at least three recent organizational references, a mandatory technical approach, financial-stability information, a signed Letter of Transmittal, a signed Campaign Contribution Disclosure Form, a completed Cost Response Form, and any applicable New Mexico or Native American resident-preference certificate. Technical and cost proposals must be submitted as separate electronic uploads through the NMDOH Bonfire Procurement Portal.
