Description
The Department of Veterans Affairs seeks specialized reference laboratory services for tests that cannot be performed by the VA Palo Alto Health Care System or other contracted reference laboratories in its network. The scope includes a range of specialized diagnostic tests, including autoimmune and paraneoplastic evaluations, genetic testing, pathology consultations, and other esoteric laboratory testing. The contractor must provide the personnel, equipment, supplies, and resources needed to perform the testing, accept specimens by post, and report results electronically through laboratory information system interfacing or by fax. The solicitation lists estimated quantities for 22 test line items; orders will be placed under an indefinite-quantity contract with a $2,500 guaranteed minimum and a $349,999.99 maximum aggregate order value. Quotes must include a technical methodology and applicable laboratory certifications or accreditations, experience information for up to five recent and relevant prime contracts, and completed pricing. The technical volume is limited to 20 pages, excluding samples and resumes. The solicitation also requires a completed and signed Standard Form 1449 and a completed Section B.2 price schedule. Professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate is required for the contractor and/or health-care providers performing under the contract.
