Description
The City of Redmond is soliciting proposals for a comprehensive Human Resources department assessment. The selected consultant will evaluate HR processes, policies, decision-making governance, organizational structure, systems, service delivery, workload distribution, and operational risks. The work includes stakeholder interviews, assessment of payroll and HRIS transition readiness for the Eden-to-UKG migration, identification of gaps and inefficiencies, and documentation of core workflows, including recruitment and hiring and the timekeeping-to-payroll handoff. The consultant must deliver findings and process documentation, identify root causes and impacts, and provide a prioritized recommendations report addressing governance, staffing capacity, technology, risk mitigation, compliance, best practices, and service delivery. Proposals must include an executive summary and approach, methodology, cost estimate, team qualifications and resumes, relevant experience, at least three current references from the last three years, comparable work samples, business information, a business-license commitment, and a statement of proposal validity of at least 60 days. Subcontracting is not permitted.
