Description
Otero County is soliciting proposals from an experienced lobbyist or firm to support the County's legislative priorities before the New Mexico State Legislature, the Governor's Office, state agencies, legislators, and other governmental or policy organizations. The scope includes developing legislative priorities and advocacy strategies; building relationships with legislators and stakeholders; tracking legislation, hearings, and rulemaking; supporting capital-outlay requests; coordinating testimony and submissions; obtaining bill sponsors and co-sponsors; managing lobby registration, compliance, and reporting; and representing the County in relevant legislative and interim activities. The contractor must provide regular email updates, weekly written status reports during the legislative session, periodic briefings to the Board of County Commissioners, and a final written report and in-person presentation. Proposals must address the firm's New Mexico legislative experience, including at least three comparable legislative sessions, understanding of the County's communities and priorities, proposed work plan, capacity, availability, and cost. The solicitation states an initial one-year term with up to three additional one-year renewals.
