Description
The City of Colton Public Works and Utility Services Department is seeking a qualified engineering consulting firm to evaluate and design comprehensive improvements for its Well 24 municipal groundwater production and treatment facility. The scope includes assessment and basis-of-design services; electrical distribution, motor control center, variable-frequency-drive, and permanent standby-generator design; PLC, SCADA, instrumentation, and controls upgrades; integration of ion-exchange treatment and chlorination systems; replacement of the existing well building; rehabilitation and recoating of ion-exchange vessels, piping, supports, and appurtenances; and civil, site-access, and security improvements. The selected consultant will prepare environmental and permitting documentation, 60%, 90%, and final design packages, plans, specifications, calculations, cost estimates, bid documents, and electronic PDF and AutoCAD files. Services also include construction sequencing and operational-continuity planning, bidding assistance, construction support, commissioning assistance, and final record drawings. Q&A clarifies that exterior-only sandblasting and recoating of the ion-exchange vessels is required, replacement of the existing Well 24 pump is not currently included, and the new well/electrical building must include necessary HVAC and other building systems. The technical proposal is limited to 20 pages, excluding the cover letter, key-personnel resumes, and required forms; the fee proposal must identify labor classifications, rates, hours, reimbursable expenses, subconsultant costs, and a not-to-exceed fee by major task.
