Description

The City of Kingman is seeking statements of qualifications from master developers for a three-step competitive selection process. The selected developer will construct a new Interstate 40 traffic interchange, including bridges, ramps, drainage, utilities, pavement, signals, lighting, retaining walls, and related roadway improvements; design and construct Kingman Crossing Boulevard as a major arterial; and develop approximately 128 acres of City-owned land south of Interstate 40 for retail, commercial, hospitality, entertainment, and other complementary uses. Step 1 requires a statement of qualifications demonstrating experience with similar large-scale infrastructure and mixed-use development projects, including at least three reasonably similar projects successfully completed within the past 72 months. Short-listed developers may then be invited to submit a proposal addressing project coordination, scheduling, a preliminary site plan, reimbursement and development-agreement terms, alternate approaches, and end-user solicitation. The SOQ is limited to 25 pages, and any subsequent proposal is limited to 15 pages; both must use at least 11-point Arial or Times New Roman font. The project documents include Stage IV roadway, drainage, geotechnical, environmental, utility, cost-estimate, construction-schedule, and retail-market materials, with an estimated project total of $40,821,746.81 for the interchange and associated roadway work.
