Ben Franklin Transit seeks consultant services to develop a Short Range Transit Plan covering the next one to five years. The engagement includes a comprehensive assessment of fixed-route, microtransit, general demand, ADA paratransit, and rideshare services; route-level service recommendations; evaluation of fixed-route and on-demand alternatives; schedule and operator quality-of-life review; transit center, vehicle, fleet, facility, and capital planning; and stakeholder, Board, employer, school district, jurisdictional, and public engagement. The consultant will lead financial assessment and multi-scenario modeling, including revenue, funding-risk, fare, sales-tax, staffing, vehicle, facility, reserve, and capital implications. Deliverables include existing-conditions and regional-growth analyses, service and resource plans, CONNECT/on-demand strategy, ADA and rideshare recommendations, financial outlook and scenario analysis, signage and passenger-information guidance, a draft and final Short Range Transit Plan, a planning framework guide, an update protocol, and editable data, models, GIS files, calculations, and methodology documentation. The contract is structured as a time-and-materials engagement with a not-to-exceed contract value of $400,000, and the project duration is anticipated to be 14 months, with possible extensions up to five years for additional work.
