Description
Loudoun County seeks a qualified Construction Engineering and Inspection (CEI) services consultant to support construction of the Route 15/Spinks Ferry Road/Newvalley Church Road Roundabout. The scope includes full-time on-site inspection, construction administration, materials sampling and testing, QA/QC, contractor-performance monitoring, project documentation, submittal and RFI review, pay-application and invoice review, daily reporting, and engineering support. The related construction includes a roundabout, a realigned Newvalley Church Road, the Christ Church Court cul-de-sac, roadway realignment, superelevation improvements, and roadway lighting. The consultant will support compliance with approved plans, specifications, Virginia Department of Transportation standards, Loudoun County facilities standards, and contract requirements, as well as VDOT street acceptance, inspections, closeout, and audit processes. The solicitation requires a proposal addressing firm experience, comparable projects, references, staffing, resumes, QA/QC, methodology, scope understanding, workload, and experience with locally administered VDOT projects. The project presentation identifies the CEI project as a 24-month VDOT land-use project. Proposals are due October 1, 2026, before 4:00 p.m.; pricing is requested from the top-ranked offeror rather than included in the initial proposal.
