Description
The City of Vancouver is soliciting qualifications from consulting firms to provide comprehensive professional services for the Fourth Plain Boulevard Mobility Improvements Project. The scope includes bicycle and pedestrian facility design; geotechnical investigation and structural design for walls; surface water and stormwater design; traffic signal, lighting, and landscape design; environmental evaluation and documentation; utility design and relocation coordination; right-of-way plan development, acquisition, negotiations, and final payments; public involvement support; and design services during construction. The selected consultant will prepare final plans, specifications, and estimate (PS&E) documents and support project management, agency and stakeholder coordination, and public engagement. The approximately five-year agreement may be extended for additional time and funding. Responses must include required certifications and affidavits, a project approach and schedule, proposer and staff qualifications, subcontractor information, and a public process and coordination approach. No hourly rates, costs, or fees may be included in the response.
