Description
The Department of Veterans Affairs intends to issue a sole-source, firm-fixed-price IDIQ contract for five years of post-heart-transplant rejection surveillance testing. The requirement calls for approximately 100 AlloMap and 65 AlloSure blood tests annually, including proprietary gene-expression profiling and donor-derived cell-free DNA assays, to assess transplant stability and reduce the need for invasive biopsies. The contractor must provide all testing services and necessary supplies, including requisition and chain-of-custody forms, specimen containers, special media or tubes, preservatives, test instructions and reference ranges, reporting of results, technical and pathology consultation, and mobile phlebotomy when required. The laboratory must maintain applicable licenses, permits, certifications, and CLIA accreditation, and personnel must meet specified clinical qualifications. Respondents to the notice must submit a capability statement addressing socioeconomic status, legal name and SAM UEI, similar projects, teaming arrangements, applicable GSA contract information, and estimated pricing for the base year plus four option years.
