Description
The City seeks professional architectural and engineering consulting services to develop a comprehensive Traffic Safety Action Plan using the Safe System Approach. The plan must build on the City's Local Road Safety Plan and address leadership and goal setting, planning structure, crash and systemic-risk analysis, a High Injury Network, public and stakeholder engagement, equity, policy and process changes, prioritized projects and strategies, implementation timeframes, and progress reporting. Deliverables include a work plan, safety analysis and GIS/source files, draft and final plans, engagement records, presentations, and accessible editable/native files. The scope also includes evaluating and updating the City's Neighborhood Traffic Management Program, including its traffic-calming processes, prioritization, engagement, toolbox, and funding approach. A third task requires defining needs and functional capabilities, researching commercially available or otherwise eligible traffic-safety data and software solutions, conducting a finite demonstration, evaluating results and costs, and recommending how successful tools should be incorporated into City workflows. The available budget is $500,000, and the work must be completed before the SS4A grant expires in May 2030. Proposals must separate the technical proposal from cost information and include the specified experience, team, approach, schedule, statements, and required forms.
