The Department of Veterans Affairs intends to procure non-personal Initial Outfitting, Transition, and Activation services for a new warehouse, training, and administrative facility in Martinsburg, West Virginia. The requirement is a firm-fixed-price contract with an estimated 30-month period of performance and supports bringing the facility into full planned operations. The scope includes comprehensive project management; interior design, furniture, fixtures, equipment, and space-planning support; concept-of-operations and transition planning; acquisition planning and package development; relocation of reusable materials and personnel files; activation services; and post-occupancy support. The opportunity is a 100% Service-Disabled Veteran-Owned Small Business set-aside, and eligible firms must be verified by the Department of Veterans Affairs and meet the NAICS 541614 size standard. This is a presolicitation notice and not yet a request for proposals.
