The Georgia Department of Transportation's Public-Private Partnership Division is advertising an upcoming Request for Qualifications for independent cost-estimating services supporting major public-private partnership, design-build, and construction-manager/general-contractor transportation projects. The selected consultant will act as an independent advisor and develop contractor-style, production-based, bottom-up cost estimates and construction schedules. The anticipated scope includes quantity takeoffs; evaluation of construction means and methods, production rates, labor, equipment, material, and subcontractor costs; schedule development and review; project risk assessment and pricing; constructability and value-engineering support; estimate reconciliation with the developer or contractor; and commercial negotiation support. The notice identifies anticipated key roles including an ICE principal, project manager, lead estimator, discipline-specific estimators, and scheduler. The full scope, instructions, and requirements will be provided in the forthcoming RFQ.
