Description
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Energy and Environment Cabinet's Division of Oil and Gas, is soliciting proposals to plug, remediate, and reclaim 10 orphan oil and gas wells in Lee County. The work includes mobilizing a service rig and steel tubing, determining well depth, clearing obstructions, placing cement plugs, cutting casing below grade, removing wellhead equipment and flowlines, handling contaminated soil and potential TENORM materials, and documenting disposal. The contractor must also restore access roads and wellsites using erosion-control, drainage, stabilization, and revegetation best management practices. A permanent vegetative cover and effective drainage must be maintained for one year before final acceptance and payment. Proposals are evaluated on personnel experience, project history, committed equipment, work plan, past performance with the Division of Oil and Gas, and total project cost. Davis-Bacon prevailing-wage, federal funding, safety, environmental, bonding, insurance, and subcontractor requirements apply.
