Description
The City of McRae-Helena is requesting statements of qualifications and proposals from engineering firms with experience assisting local governments with federally assisted projects. The anticipated services include preparation of a Preliminary Engineering Report, NPDES services when applicable, design, construction administration, and related engineering support for FY2027 Community Development Block Grant projects and potentially other state- and federally funded community and economic development projects. The procurement may also support Redevelopment Fund, Georgia Environmental Finance Authority, Employment Incentive Program, Economic Development Administration, Southeast Crescent Regional Commission, United States Department of Agriculture, and other federally funded projects compliant with 2 CFR 200. The city may issue additional project contracts or contract addenda for planning, administrative, and related services; this is not a retainer solicitation. Respondents must provide firm history and resources, federal-funds engineering experience, key personnel and qualifications, current workload, proposed scope and level of service, similar-project experience and references, fees or percentages for the Preliminary Engineering Report and design/construction management services, errors and omissions insurance, and the Statement of Qualifications Form. If the city pursues a 2027 CDBG project, a draft Preliminary Engineering Report is due no later than November 5, 2026. Contracts are subject to applicable federal and state provisions, including HUD-assisted-project requirements and the Build America, Buy America Act.
