Description
The Houston County Public Library System seeks one or more providers to deliver and maintain internet service of at least 1 Gbps at each of its three branches, along with managed firewall services. The scope includes IP address allocation, CIPA-compliant content filtering with on-demand unfiltered access, firewall configuration and monitoring, remote updates and administration, support and escalation, network intrusion protection, URL filtering, and on-site repair or replacement in the event of firewall failure. Providers must supply the necessary equipment and connections, maintain the internet connections and content filter, and provide troubleshooting within four hours during normal library hours. The solicitation also requires discounted E-Rate billing and a valid SPIN number; services are contingent on funding approval. Proposals may cover all or any of the library branches. Evaluation weights cost effectiveness at 50%, implementation design at 25%, experience and capabilities at 15%, and locality to Houston County Public Libraries at 10%. Responders must have at least three years of related experience, provide at least two references, hold a Georgia business license, and submit the specified qualification, signature, and contractor E-Verify forms. The contract is for one year beginning July 1, 2027, with possible extensions for up to two additional years. The revised proposal deadline is November 19, 2026, at 5:00 p.m. EST.
