Description
The U.S. Marine Corps requires an OEM-authorized servicer to provide all labor, tools, supervision, and qualified personnel needed to unbox, assemble, inspect, and certify eight Government-furnished 3M DBI-SALA C-Frame fall-protection systems for C-130 aircraft. The requirement includes four Model 8517709 fixed C-Frames and four Model 8530843 adjustable C-Frames. Work must comply with manufacturer specifications, OSHA requirements, and flightline safety protocols, including PPE, tool control, foreign-object-debris prevention, cleanup, and site restoration. The contractor must provide personnel with verifiable technical experience and, upon request, proof of manufacturer-authorized training or 3M certification. A qualified forklift operator is required because the Government will furnish one forklift. Deliverables include eight fully assembled and operational systems, a signed Certificate of Assembly/Compliance, and proof of forklift-operator licensing plus manufacturer-authorized training or a corporate capability statement. The contract is firm-fixed-price, and quotes must include line-item pricing, technical capability information, and past-performance information or an affirmative statement that no relevant past performance exists. Amendment 00002 changes the acquisition from a total small-business set-aside to unrestricted and extends the response deadline. The C-Frames are stored on-site in their original manufacturer packaging; the contractor is responsible only for installing components that are present and serviceable and is not responsible for sourcing, repairing, or replacing deficient components. Work may occur inside or outside Hangar 250, depending on space availability.
