Description
The Story County 911 Service Board is seeking competitive proposals from qualified consulting firms to conduct a comprehensive PSAP/ECC Consolidation Feasibility and Strategic Readiness Study concerning the current and future delivery of emergency communications services in Story County, Iowa. The Board has not predetermined that consolidation should occur and is seeking objective, data-driven analysis of alternatives including continued independent operations with improvements, increased cooperation, virtual or physical consolidation, shared management, hybrid arrangements, and future regionalization. The selected consultant must evaluate impacts on emergency call handling, responder support, continuity, resiliency, and public-safety outcomes. The scope includes operational, staffing, labor, technology, interoperability, NG911, cybersecurity, governance, legal, financial, facilities, continuity-of-operations, disaster-recovery, training, quality-assurance, accreditation, legislative, regulatory, regional-readiness, alternative-response, 988-coordination, and emerging-technology analyses. The consultant must conduct in-person observations at the Ames Police Department and Story County Sheriff's Office PSAPs and engage required stakeholders. Both PSAPs use CentralSquare OneSolution CAD software. The preferred final-report timing is January 11, 2027, although the Board will accept a thoroughly completed report after that date; optional Phase II implementation and transition services may be proposed but are not required or mandatory for evaluation.
